How can capability needs be defined?

Projects in general are the mechanism by which capability needs are realised. Therefore, to realise these capability needs, it is essential to identify them using a combination of qualitative and comprehensive methods. If the correct needs are derived or identified, then there is a high probability that a project will deliver cost effective optimal solutions, which satisfies those identified capability needs.

Evidence exists to show that incorrect and incomplete capability needs have contributed towards sub-optimal system solutions being developed and implemented resulting in solving the wrong problems. Independent of costs, not surprisingly these system solutions have failed to satisfy those poorly expressed and implied stakeholder needs.

Technological advances have increased the interconnectedness of various system solutions creating a complex integration environment. Model-based systems engineering provides a framework to elicit and address the completeness of those capability needs and their interconnectedness. - Chanaka Aluwihare
